Neighbors between the 7-800 block of West Knoll Drive, near the corner of Sherwood Drive, were woken up early at around 11 PM on February 5 to the sounds of gushing water and emergency vehicles. The Department of Water and Power (DWP) was called in at a little past midnight to fix a burst water main there. Arriving on the scene, WeHo News found a workman passing out packages of water for the affected neighbors.
This is the third water main break in the past four years in the neighborhood between the Westbourne and West Knoll drive area - a little section of West Hollywood south of Santa Monica Blvd, and directly around the corner from 24 Hour Fitness. Less than six months ago, on the eight hundred block of Westbourne drive, residents were without water for the entire day as yet another water main broke through the pavement. Four years ago, Rugby Drive as well as Westbourne Drive were affected due to a water main break on the Rugby Drive.
Workers dug a five by twelve foot hole to get at the burst pipe, replacing the old pipe. One could see that it had blown due to old age.
Workmen from the Department of Water and Power worked through the wee hours to restore service, but many of the residents were without water when they woke up the next morning. One neighbor who lives on West Knoll Drive for 40 years told WeHo News, that “There used to be a lot of water main breaks in her neighborhood a long time ago, but within the last couple of years it’s been a lot better.”
While water main breaks seemed to get fixed with speed, electricity repairs lagged, she said, “With power, there has been more problems.”
Steve Martin, who is running for City Council, said; “The City has a similar issue with Edison over broken street lights and the inordinate amount of time it takes to deal with them. We need to have a system in place that insures the information gets to the utility company immediately and see that city staff monitors the situation to get the problem resolved in a timely fashion.”
Council member John D’Amico, who happens to live in the neighborhood in which the main burst, also thought there was room for improvement. “There is always room for improvement, but, West Hollywood has a successful, well-funded, pro-active system for monitoring servicing and repairing our street based infrastructure,” citing street and sidewalk repair and sewer management.
Where the city relies on outside agencies to make repairs and improvements to the power and water grid, though, it is beholden to that agency’s schedule and level of funding. DWP does jump on water main breaks quickly because of the corrosive nature on the streetscape of a burst pipe and people’s need for water.
“Occasionally a water main breaks because of the age of the pipe, years of corrosion and the differential pressures that are exerted on a pipe throughout a typical day,” said Mr. D’Amico. “When a water main breaks the utility responds to repair the break fairly quickly."
In this case, water was restored to the residence living on West Knoll drive, by noon the following day – roughly 12 hours after the break occurred.
