The City of West Hollywood renewed its social service contracts for the final year of the funding process from October 1, 2012 to September 30, 2013 Monday night, which include the 2 percent cost of living increase approved by the City Council in the budget process.
Entering the third year of this cycle of contracts with local non-profit agencies to provide social services to members of the West Hollywood community, WeHo provides vital funding for agencies that offer its citizens relief.

The Creative City has long been a leader in funding social services, with a per capita level of funding exceeding any other municipality.
WeHo will grant $3.9 million this year to non-profits, a rate of $112 per person.
The contracts for the 2012-13 year provide services which allow people to remain independent in their own homes and to improve quality of life; to provide essentials such as food and shelter; to address public health concerns through a variety of outreach and education programs; and to encourage community stability.
The Human Services Commission discussed the renewals at its meeting on September 11 and approved staff's recommendation.
The City Council approved funds to provide a 2 percent cost of living increase for all contracts in the budget process, for a total just under $3.9 million (an additional $2.1 million is budgeted separately for transportation programs for Seniors and people living with disabilities, which are not part of this contract renewal process.)
Priority target populations continue to be those who are most in need either because of poverty, physical or mental disability or HIV status or homelessness; Seniors; children and youth; Gay, Lesbian, Bisexual and Transgender community members; and immigrants.

The following service areas were increased during this contract period, which began in October, 2010, either initially, through re-allocation of funds from agencies which are no longer operating, or through allocation of savings returned to the City:
• Services for frail residents - especially Seniors -who need assistance to maintain independence;
• HIV and AIDS prevention and sexually transmitted disease testing, counseling and treatment and dental services for people living with HIV and AIDS;
• Residential substance abuse services;
• Food and nutrition resources;
• Case management, individual and group counseling, mental health case management; and
• Urgent funds and rental assistance for community members.

The City established service goals and funding levels for the 2010-13 grant period and staff negotiated service scopes and budgets.
Agencies are required to submit monthly program and quarterly fiscal reports and to attend planning and coordination meetings convened by staff and occasionally participate as liaisons to various City Boards, Commissions or task forces.
Social Services staff members review program reports and conduct site visits.
Site visits involve file audits to verify that information included in program reports is accurate and documented in records maintained by the agency.
In addition, staff may complete "experiential" site visits, such as attending a special event, sitting in on case review, or attending a Board meeting.
Fiscal site visits are conducted by a consultant who works closely with the Finance Division and City staff.
