Term limits team gathers signatures aplenty

Volunteers signature gatherers from the WeHo Term Limits group were out in force this past weekend collecting names on the dotted line.

The group, which is circulating a petition to get term limits for West Hollywood City Council members put on the March 2013 ballot, collected signatures in the pocket park on the northwest corner of Crescent Heights and Santa Monica boulevards Saturday.


The Term Limits for WeHo group set up tables to handle all the people wanting to sign, and registered voters at the same time.

They collected signatures at the Veteran’s Memorial Park at Santa Monica and Holloway on Sunday.

Sheila Lightfoot, a group organizer and unofficial campaign manager, told WeHo News that they began getting petitions signed on August 25.

She estimated that close to 1,000 residents had signed.

“I don’t know,” exactly how many, she said, “but I do know I have a really big stack on my table at home.”

Ms. Lightfoot described her role as “kind of staying at home; people have come to pick up petitions, coming to drop them off – sort of campaign central.”

The group needs roughly 2,300 valid signatures, but has set their goal at 3,500 to avoid falling short because of invalid or unqualified signatures.

She said that because the petition signers are “talking to people” before they get their John Hancocks, the “percentage of qualified signatures will probably be pretty high.”

The group seeks to limit City Council members to three four-year terms of office, which could be served either consecutively or scattered, for a total of 12 years.


Term limit Barbie even lent a hand.

People signed the petition both because they want to see term limits implemented and because, while they may not necessarily be a proponent of them, want the subject discussed by the voters.

One man who both registered to vote because he just moved to town and signed the petition, Giovanni Landaverde, said “every so often it’s important to evaluate who is in office and who is in charge and make sure the job is done right.

“It should be our choice to re-elect somebody else to take over.”

A woman who “had the look of a registered voter,” according to the petitioners, told WeHo News, “I understand this is an effort to put the initiative on the ballot.”

“That way we have a choice and can say ‘I agree with this,’ or ‘I don’t agree with this,’” said Marge Galas.

While not coming to the signing as an avid proponent for term limits, Ms. Galas said she was definitely a proponent of having that public dialogue.

“I have to admit being a little embarrassed because I didn’t know what the ‘term limit’ was, which I guess was unending,” she said.

However, as she rolled it around in her mind, she added, “I feel that there should be some limit; I’m not sure what that should be, but I don’t think someone should get in and just be allowed to stay.”

WeHo News' mascot and copy writer, WeHo, does not like the idea of term limits, so did not sign a petition. He did, however, try to piddle on one.

Term limits proponent Lauren Meister, who ran for council in 2003 and again in 2009, warned against people who would suggest that the failed council candidates behind the effort only sought through the measure an easier path to power.

“First, this effort is a team effort… what we all have in common is the feeling that without term limits, we will not see change or "new blood" on City Council.

“Second, I think why this initiative will be successful is that even people who don't necessarily believe in term limits support this effort because they are tired of the same people getting re-elected term after term.

"They believe that the incumbents, who have been in power for 10, 15, 20+ years, are taking advantage of their position -- and although incumbents claim that "elections are term limits," that is not the case," she said.

While four of five West Hollywood City Council members oppose placing the initiative on the city ballot in 2013, one council member supports the public dialogue.

John D’Amico, the first challenger in years to knock off an incumbent (not to mention beating handily the other two long time incumbents against whom he ran), signed a petition this weekend.

He has said in the past that, he has no disagreement with holding a vote on the issue, but he said, “if people want to elect someone new to office, they should spend two-and-a-half years working on changing who is in office, not on working to change the rules for getting there.”
