The consensus of the West Hollywood city council seemed to be that the development planned for the former Tower Records site was “architecture in search of advertising.”
Although the developer, New Yorker Sol Barkett, brought back (for a third time) revised plans that nixed the David Barton Gym (which was considered too busy for the corner) and one large billboard, the plans lacked a major tenant and still contained too many video billboards for the council’s taste.
Neighborhood activists who had fought the project tooth and nail exulted.
Centrum had proposed an approximately 47,700-square-foot, three-story building with 18,600-square-feet of retail space and just over 20,000-square-feet of offices.
The original plans included a video sign that wrapped around the building on Sunset Boulevard and Horn Avenue.
The plans kept the majority of the video billboard component, a prime source of cash flow that would brng in more money over the life of the building than would rent.
Residents above the complex complained that the signage would create light pollution and a safety hazard.
With nothing new and the excesses scaled back only slightly, the project never had traction to get approval.
According to Mayor Jeffrey Prang, because Mr. Barkett and his company Centrum cannot put together a plan that suits the city and residents, the lot “will likely be sold to someone else.”
