The West Hollywood City Council tonight will waive further reading and adopt a ban on single-use plastic carryout shopping bags and imposing a fee on recyclable paper bags.
So I'm a business person and I am asking myself: Who will it affect, when and how much?
The ban affects all single-use plastic bags given at the point of sale in all retail stores in the city, aside from farmers markets, restaurants, and dry cleaners.
Color them gone - if your business gives these out, do not order more and give out your stock.
Supermarkets, pharmacies and large retailers with stores over 10,000 square feet will be forbidden from supplying plastic bags six months after tonight, the effective date of the ordinance.
Stores and pharmacies fewer than 10,000 square feet will enjoy as many as 12 months from tonight's action to comply.
The city staff says the ban directly affects 490 stores of the nearly 900 stores in the city. The other roughly 400 stores in the city either use no bags or use fewer, more expensive shopping bags
The ordinance is based on Los Angeles County’s existing ban and is consistent with bans in neighboring cities such as Santa Monica, Pasadena, and Long Beach.
Its provisions take a step-by-step approach, allowing the large 10,000 foot-plus stores six (6) months from tonight to use their stock while allowing those stores measuring under 10,000 square feet a total of twelve (12) months.
Exceptions are for affected retail establishments that may distribute produce bags for the purpose of preventing food items from coming into direct contact with other purchased items and food providers for the purpose of carrying out prepared take-out foods and liquids intended for consumption away from the food provider's premises, and by vendors at Certified Farmers' Markets.
A business that must send people home with things in a sac will have to charge customers 10 cents per bag.
West Hollywood Mayor Jeffrey Prang said, “Plastic bags have an enormous environmental impact throughout the county. They litter the streets and streams and the ocean. It also takes a tremendous amount of resources to produce them, and then they are used once and thrown away.”
Retailers will charge a 10-cent fee for paper bags (which must contain 40 percent post-consumer recycled content) and will keep the fees to help cover the costs of stocking paper bags and any related outreach or promotional efforts.
Customers who qualify for subsidized groceries will be exempt from the paper bag fee.
Heal the Bay, a non-profit based in Santa Monica, expressed their appreciation at the meeting.
The organization has spent years of working to raise public awareness of the environmental damage done by throw-away plastic bags.
West Hollywood came to the dance early but could not break into a waltz until now.
The first WeHo attempt to sack plastic sacks came in 2008.
They tried it again in September of 2011, but feared having to face the litigation that previous bag bans brought about.
“There were some legal challenges [in other cities], and we decided to let those legal challenges expire and then we went forward on implemented our ban,” Mayor Prang said. “We decided to hold off until those were resolved.”
Numerous California city and county governments have banned plastic carryout bags, including the City and County of San Francisco, Palo Alto, Calabasas, Solana Beach, Fairfax and Los Angeles City and County.
Of the 88 cities in the County of Los Angeles, at least six – Pasadena, Long Beach, Calabasas, Santa Monica, Malibu, and Manhattan Beach – had adopted plastic carryout bag bans.
