Taking his pound of flesh out of the West Hollywood City Council even as he won a victory, Jerome Nash won the day on his proposal to turn El Mirador Apartments into a condo/urban inn.
Having months ago threatened to demolish the structure, Mr. Nash went into Monday night’s regular city council meeting loaded for bear, unloading years’ worth of resentments onto the city council dais.

The hearing was the second try for the mega-wealthy apartment owner on the building he had emptied of tenants (some of whom had lived there for 40 years) in a snit over maintenance issues.
In the first hearing, in July, the council voted 3-2 to deny a development agreement that would have given the go-ahead to refurbish the historic building and create an urban inn and/or condos.
Failing to have his way, Mr. Nash ramped up pressure on the council by again threatening to demolish the building and develop the corner unless he got his way.
The council heard his threats and paid heed, with council member John Duran calling the building, “one of the landmarks that define the city” and working for any plan that would save it from the wrecking ball.
The lone architect on the dais, council member John D’Amico, was of the same mind – saving the building to him was no personal matter but one of the highest civic importance.
Abbe Land felt tempted to call Mr. Nash’s bluff, as he and his derision for tenants’ rights was the inspiration for the Ellis Act that has done so much damage to rent control in California.
She sai that a development agreement for a single property failed to suit the city’s best interests, and would like to see a comprehensive plan to rehabilitate aging housing stock in the city.
Observers around the city say that Mr. Nash’s history, which included numerous tenant abuses reported on in the press, led to the city’s heel-dragging in the first place.

After a few years of stymied maintenance attempts, he used the Ellis Act to vacate El Mirador of its last remaining tenants who maintained rent-controlled apartments for 20-42 years, calling one of them, “just one more leech that is going to be evicted from my building."
Mayor Jeffrey Prang cast the debate as one between two evils while allowing that demolition would prove to be a tragedy.
He reluctantly supported the plan.
Because John Heilman was absent from the meeting, the plan carried on a 3-1 vote.
Mr. Heilman’s absence did not prevent Mr. Nash from publicly proclaiming sentiments he had expressed to WeHo News in 2011 – that he would work hard to un-elect Mr. Heilman.
He complained of having made dozens of phone calls to both Mr. Heilman and Ms. Land without receiving a response and bitterly laid the responsibility for his “Ellising” the building at their feet (and at now-retired Allyne Winderman’s, once head of the Rent Stabilization Department).
He claimed that, “blood is on [council’s] hands for Ellising properties.”
He finished his tirade by promising not to Ellis any more of the half-dozen buildings in WeHo he owns – if John Heilman would step down from council.
“If he wants to show his true advocacy for tenants’ rights, [he’ll] step down,” he said.
