Since 1986, just after the city’s inception as a contract city, all the elected officials and the two city managers have been given official-looking LA County Sheriff badges for their use.
No longer, as they were forced to return the badges to Sheriff Lee Baca last week in the wake of a political scandal in the contract city of Cudahy.
The badges, which are identical to the ones carried by law enforcement officers, had been issued along with identification cards to 200 public officials of cities that contract for law enforcement services from the LA County Sheriff’s Department.
FBI agents investigating the bribery scandal that spurred the arrest of three of Cudahy’s city council members in early July released a photo of a woman in a nightclub wearing one of the badges given to her by one of the arrested officials while she brandished a pair of handguns, but spokesperson for Sheriff Baca denied that the scandal and photo had anything to do with the decision to strip all contract cities’ personnel of the badges.

Steve Whitmore said that the decision to recall the badges was based in a 2007 opinion written by then-Atty. Gen. Jerry Brown that said that handing out badges created the potential for civilians to falsely pose as law enforcement officers.
The attorney general's opinion said that any badge "that would deceive an ordinary reasonable person into believing that it is authorized for use by a peace officer,” should be taken from the non-law enforcement officer.
The badges, at a glance, look identical to those used by law enforcement personnel, the only difference being the script on the badge.
Where a deputy’s badge would say “deputy sheriff,” the civilian badges say “City Official Los Angeles County."
Mr. Whitmore told WeHo News that the badges were for city officials’ use, “during emergencies and disasters, because whenever there’s a command posts they want go into the command post to get access and information so they can go back to their constituents and give them answers.”
In West Hollywood, however, "emergencies or disasters” that bring in large contingents of deputies from outside the local branch are few and far between.
According to WeHo council members, those badges tend to sit on drawers.
John D’Amico told WeHo News that he received a badge when elected to his post, but that, “Immediately the badge went into the back of my desk drawer.”
He said he retained the card issued along with the badge.
Mayor Jeffrey Prang told WeHo News that he last used his badge to get through a street barricade to park when he was physically challenge.
He recalled a Veteran’s Day event that took place just after he had surgery for a hernia, and he had to pass a barricade to get close enough to the stage so he could speak.
“It never really occurs to me to the badge… [but when I approached] the deputy to ask to let me through so I could park there, he actually wasn’t very friendly.”
When he told the deputy that was the Mayor, the deputy, asked him for ID.

“Well, I had a badge, so I got through,” he said. “But now, we don’t have anything to identify us as city officials,” citing the need for the city to generate something official looking and acceptable to the Sheriff.”
Mayor Prang noted that abuses have occurred over the years, recalling one 1996 incident in which Scott Z. Adler, the Richard Riordan-appointed head of the Los Angeles Business and Safety Commission committed a “quadruple whammy” of badge offenses.
Mr. Adler apparently flashed his Building and Safety Commission badge on 1) non-Commission business to 2) under-age 3) prostitute posing as a 4) a peace officer, promising to help her if she ever “got in trouble” at City Hall.
Although the felony badge and impersonating a peace officer offences were not pressed, Mr. Adler was sentenced to 200 hours of community service, to contribute $3,000 to a nonprofit organization, Children of the Night, placed on two years' probation and required to take an AIDS test, attend an AIDS class and pay $100 to the state restitution fund on the prostitution charges.
As for the current badge recall, Mayor Prang said, “the way the situation was handled was unfortunate at best.”
He said the Sheriff ought to have recalled the badges in 2007 after the Atty. General issued his opinion, “but they didn’t, and now it’s been years.
“Things went south in Cudahy… but there’s consternation that it… [seems] to paint everybody with the same paintbrush. Because this guy in Cudahy did this, therefore, every other council member with a badge is misusing their position, and it’s just not fair.”
According to Mr. Whitmore, the Sheriff has received all but one of the badges issued to the City of West Hollywood.
The reason indicates how important the badges are to city officialdom, because, “the assistant city manager can’t find hers,” said Mr. Whitmore.
