The City of West Hollywood released its proposed 2012-2014 budget document this week, which must be approved by the City Council, which establishes how the City will allocate funds to meet the city’s goals as set forth in the Vision 2020 Strategic Plan.

According to the interim director of Finance and Technologies department, David Wilson, the budget “serves as a financial planning tool to ensure that the inflow of revenues is adequate to meet both the anticipated and unanticipated needs the City.”
The budget for fiscal year 2012-13 presents a spending plan that anticipates $88.3 million in operating revenues, $86.6 million in operating expenditures (up $5 million from 2011-2012) and $2.8 million in capital project expenditures (all funds).
The General Fund’s operating and capital improvement budget is balanced with revenues ($68.1 million) slightly higher ($51 thousand) than
operating expenditures ($67 million) and capital projects ($1 million).
Some Special Funds contain a drawdown on fund balances.
The document proposes eliminating the Rent Stabilization and Housing Department, among the oldest (and most powerful) departments in City Hall.
Additionally, Public Safety programs will see a recouping of the $500,000 cut two years ago from the Sheriff’s budget and an additional $500,000 to be spent on private unarmed street patrols, called “Security Ambassadors.”
The money comes from extending the hours of operations for the city’s parking meters.
Beyond the replacement of the $500,000 lost due to expectations of federal funding, the Public Safety budget also spends an additional $340,000 for the annual rate increase charged by the Sheriff to all contract cities.

This year’s increase is 2.23 percent.
The document states, “As the country appears to be slowly moving out of recession, the City has begun to experience some revenue increases and is anticipating revenue growth in the two-year budget."
Expected increases include the transient occupancy tax (TOT or hotel tax) which is the City’s top single source of revenue.
Hotel occupancy appears to be recovering from the recession and the proposed budget projects a 6.3% increase in fiscal year 2012-13 to $13.5 million.
Sales & Use Tax revenue is expected to increase by 2% per year during the upcoming budget cycle as the economy continues to recovery.
The Property Tax is estimated to increase by 2% in each of the proposed budget years, about $200,000 a year, to $10.7 million in fiscal year 2014.
In addition to the 2% annual increase, the City expects to receive repayment of a $1.4 million loan in fiscal year 2013 that was taken by the State in fiscal year 2010.
Parking fines for violation of state and local parking laws generate approximately $8 million a year. This budget projects an increase of 2.8% per year in parking fine revenue.
Parking meters usually generate approximately $2 million in revenue for the City. This budget proposes installing new credit card meters with an increased hourly rate from $1.00 an hour to $1.50 per hour. The $.50 increase will cover the cost of operating the new meters.
Staff will also be proposing an increase in the hours of operation for the parking meters Citywide, helping offset enhanced public safety expenditures.
