LA County Assesor John Noguez will step down.
Los Angeles County Assessor John Noguez said he would step aside from his post on Friday, taking an indefinite leave of absence while the wide-ranging influence-peddling investigation of his office continues.
Facing growing pressure to reign, Mr. Noguez sent a letter to the County Board of Supervisors asking them to nominate a chief deputy assessor to step in while he takes a “medical and bereavement” leave.
The supervisors do not have the authority to appoint a successor, but voted last week to take on that authority should Mr. Noguez be unable to perform his duties for a 90 day period.
Mr. Noguez remains the assessor and would have the power to appoint a Chief deputy assessor based upon the board’s nomination.
The letter Mr. Noguez promised the board that he would appoint whomever they choose to nominate for that position.
According to the etter, "I ask that the Board select that individual without my input. As soon as the Board designates that person, I will appoint him or her as Chief Deputy Assessor, and I will immediately commence my leave of absence."
The Board of Supervisors applauded his action.
Board of Supervisors Chairman and Third District representative Zev Yaroslavsky issued a statement saying, “Assessor Noguez's decision to step aside allows for a new person to come in and restore order and integrity to an office that is currently shrouded in a cloud of uncertainty. His decision is in the best interest of the County, the Assessor's Office, and the taxpayers."
Mr. Noguez will remain assessor and will collect his $192,000 a year salary.
The Los Angeles County DA's office is investigating whether he and his top aides illegally lowered property taxes for prominent contributors to his successful 2010 campaign.
Scott Schenter, a former assessor, was arrested and charged in May as part of the investigation. If convicted on all counts, Mr. Schenter faces as many as 30 years in prison.
Mr. Noguez has denied any wrongdoing, and said in a statement Friday said that he felt it was best for the department that he step aside.
"In the interest of restoring public confidence in the professionalism, integrity and impartiality of the assessor's office, I intend to take a leave of absence from my duties as assessor," said Mr. Noguez in the letter to the Board of Supervisors.
"I do not take this decision lightly."
As the county's assessor, Noguez is responsible for setting the properties values of all real estate in the county, which has the nation's largest property tax roll.
"This is a good thing for the assessor's office as an institution," Dist. Atty. Steve Cooley said. "It provides an opportunity for institutional reforms and improvements."
The assessor’s leave of absence, said DA Steve Cooley, ought to clear the way for employees to better cooperate with his investigation into the matter.
According to sources, the investigation had had a “disastrous effect on morale among employees” and Mr. Noguez’s move will stabilize and improve that morale.
West Hollywood Mayor Jeffrey Prang, a long-time friend of Mr. Noguez’s, began working as his Special Assistant in early March when the investigation sharpened.
His role has been to interface with the board of supervisors and other county agencies “to enhance the public integrity and transparency of the office,” a role that he will play at least until the new chief deputy is appointed.
It will be up to the new chief to determine whether or not Mr. Prang will remain in that position.
