Gosh! Who could leave this one alone?
According to the LA Times today (May 5th), the county prosecutor not just sniffing the air, he’s pushing his cold, wet nose deeply into the crotch of city affairs.
Down, Shamus! Good dog. Now, let’s approach this calmly and quietly. We’ll get more done that way.
The article sent me back I time when I had people working for me and one job in particular I had in the 1960s.
Let’s start with the earlier item. I was hired by a Swedish firm intent upon selling its products in the USA, considered then the largest market for such things.
The company was especially well-established, having been a pioneer in the steel business, with mines, manufacturing and distribution since 1887.
They were conservative in structure, demanding but understanding in results and liberal in perks.
At my initial conference with my new boss in 1963, I was asked such questions: “Do you take a daily newspaper? How about Time magazine every week? Do you have a cocktail prior to your dinner?”
Affirmative answers brought this reply: “Oh, very good. Those are ‘expensable’ items.”
All meals on the road, hotels (prior to Holiday Inns), laundry, customer meals and gifts and, eventually, as I slithered up the corporate ladder, meetings, conferences, even dinners with my sales staff’s families – all covered by company policy and repaid as long as the expense report had the required accompanying receipts, etc.
How wonderful. The only rub was that I was expected to understand that my “territory” was everything between Montreal and Caracas, Venezuela, and that I’d be “on the road” almost constantly. Well, there are always conditions, aren’t there?
So, how do we balance policies regarding the liberal use of city credit cards and gifts for employee recognition with what these people do for the city? Not a rhetorical question.
Our City Council is a part-time affair. That does not say it all, of course. I can recall earlier days in the city’s history when I thought that John Heilman must have a sleeping hammock hung at city hall since he seemed to always be there.
The council members all have full-time jobs and certain allowances for use of their and city employee’s time must be made.
However, this is dangerous territory for, as we know, “familiarity breeds contempt” – in this essay, contempt of restraint. As I have asked in the past “when is enough too much?”
Our city has some the most well-paid municipal employees in the state, most of whom are represented by an ardent union which is not hesitant to make rumbling noises when it feels offended.
Long hours are demanded by the nature of many positions and the compensation, including expenses, may well be commensurate. But, we should always be aware of the return on investment.
Every day I take tea in a mug given to me many years ago by a councilman. By that time, I had been honored with two city plaques for certain activities.
He wanted to thank me for something I cannot recall. However, “Perhaps this coffee mug will do.”
It reads: City of West Hollywood – Five Year Employee”.
When my lawyer son graduated from Loyola School of Law, I felt an appropriate gift to honor his diligence and goals would be a Mont Blanc pen and pencil set – with which he could appropriately sign his up-coming million dollar deals.
I was astonished at he cost, but it was a once-in-a-lifetime occasion.
I wonder: has the city run out of mugs?
Our little city seems to have lots of money with long lines of admirers waiting to deposit more if we agree with their ideas. But power and privilege is easily abused without restraint and reflection.
It is not simply food policy we must remain vigilant over – the citizens demand it.
