The vote caused jubilation in the animal protection community.
"This definitely calls for champagne," Carole Raphaelle Davis, West Coast director of the Companion Animal Protection Society (CAPS), said.
A ban co-writer along with Mr. Prang and Legal Animal Defense Fund, Ms. Davis expressed hope that the idea would encourage similar measures' passing, saying, "We're definitely taking this fight to Los Angeles. We want all of the stores citywide to go humane."
Mr. Prang announced that a Maryland state senator introduced a bill that day that would prohibit stores from selling dogs less than 9 months old. "We hope to see more of that," he said.
Mayor Abbe Land expressed her pride in launching this issue into the international limelight, and noted one question her office fielded: Was it controversial?
She laughingly said, "Nothing like the smoking ordinance... No, it was not at all controversial."

West Hollywood began earning a reputation as a pioneering animal welfare rights proponent in the last decade by allowing renters with HIV or a disability to have small companion animals in their unit - despite any previous prohibitions against pets on the lease.
Soon after, in 2001, the city became the second in the nation to sever the ownership ties between human and animal, making "pet ownership" into "pet guardianship."
The proper phrase to use in place of pet in WeHo is "animal companion."
Two years later the city set off a battle between it and California veterinarian groups when it became the first US city to ban the de-clawing of cats inside the city limits.
That war played out over nearly seven years as it wended its way through the courts to eventual victory at the CA Supreme Court, whereupon a legislative friend of the veterinarians carried a law through to passage that prohibited municipalities from regulating procedures considered a part of and professional's standard practice.
That law set a date of January 1, 2010, for any municipality to make such a law and be grandfathered, setting off a scramble among cities and counties to get their ordinance into place in time.
Eventually San Francisco, Los Angeles and a half dozen or so other cities got their ordinances crafted and passed in time.

Pointing to WeHo's pioneering cat de-clawing ban of 2005, Dawn Armstrong said, "The city of West Hollywood has the eye of the media and the power to impact the rest of the country, if /not the world, with the vote taken," two weeks ago.
Ms. Armstrong, a former Wehoan, helped make South Lake Tahoe the first city in the nation to pass such a law.
West Hollywood's ordinance will take effective before that one, in September, 2010; Lake Tahoe's stores have until May, 2011 to come into compliance.
